Quick question about insurance problem..

So we took DD to a gastro..we did not like him and wanted to get a second opinion so we took her to another. Well we get a bill for $550 in the mail saying it was not covered because our insurance company denied it. So I call up Empire NYSHIP and the woman who was extremley rude and nasty say we denied it and we are not paying it because you can't see two out of hospital specialists in a 12 month period?? I said oh so your not allowed a second opinion from a doctor?? I see.. and she said you cant have 2 consultation visits..I sadi well Id like to fight this decision and she nastily gave me the info I have to write a letter appealing the decision?? Has anyone had a problem like this and do you think I could even get them to pay it??

ETA: They are participating providers and all other office visits are covered.
