Question for Attorneys Out There
Anyone know if an apartment owner can withold paying maintenance if they're not provided the maintenace? ie. hot water

3 months on and off. They're definitely in violation of local and state codes, I checked with the Bldg. Dept. but before we issue a citation, we're giving them a chance to fix it - mean time we want to withold paying our maintenance bill.
