Question.....
how do you resize a .jpg photo to make it smaller in size??? 
I have a photo that is 183KB in size, and it needs to be 100K or smaller!????

You can use a program like Microsoft Photo Editor, Photoshop/Photoshop Elements, even Microsoft Paint will work.
Go to Image, Resize (Stretch or Skew in MS Paint) and reduce the size by percentages.
