poty training and hoding pee for HOURS?

I started training DD a week ago. she is 2.8. went easier than I thought- except for one thing. She des not pee for hours at a time. She has had no poop accidents, has had a few pee accidents, usually 1 a day. she pees in preschool. I put her on toilet in AM when she wakes, and then the rest of the day, i just ask her. I do make her try before her nap and before bed.
She will pee in am. BUT- she can then go for hours- wll pee 1, maybe 2x the rest of the day. she wears a pull up for naps and night
heres the question- you think she is witholding? can she cause herself to get a UTI this way? considering how often i go, this is freaking me out

Is she drinking a lot of liquids throughout the day? At first I had to ask my son and I asked him about 3 hours and also made sure that he drank a lot of liquids. I don't have to do that anymore.
