He is part Crested. They are known to lose their teeth as part of a genetic defect in the hairless varieties.
I HATE this contest. I think to call any dog ugly is such a sin, and I hate to think that there is even a shred of a possibility that the owners intentionally allow that dog's skin to get so awful as to look that way (ie, not using proper lotions or sunscreen). I might be biased, since, I own a Chinese Crested and usually the "winner" is part CC, but I would never call someone's loved pet "ugly" JMHO
