If you have a mat and a photo that is slightly larger, should you cut the photo to fit inside the mat, or just put the photo behind the mat.? Is one way better for the life of the photo?

Eta: I just looked online and I guess it is supposed to be smaller than the photo...is taping the photo to the mat necessary?
