Need advice!!!!!
So we have new neighbors... they moved in on Sat... well, since then EVERY SINGLE DAY from early morning until late at night (dog is presently still outside)... the dog is left outside, in their backyard, tied to a tree with its food and water bowls. Is this normal? Is this something I should report?? It looks like a bloodhound, maybe? Its a large dog and its bark sounds like a howl. Poor thing is out in the dark right now, meanwhile they are home and inside all nice and cozy. I need advice. We havent even met them yet!!

I believe by law they need to supply shelter. Does he have a doghouse or any type of shelter?
