Nail Biters and Nail Pickers

My DD is 3.5 she has been biting her nails and picking at her nails, since 2 when we took away the pacifier (totally regret it should have kept the pacifier forever...) lol but anyway what can i do about it now? i tried the nail polish and it lasted about 20 minutes out of novelty... but then the experiment truly failed and just showed me that she not only bites and picks at her toes but apparently she bites her toenails like an infant putting their foot into their mouth. How do I curb these awful bad habits before they are lifetime behaviors? She is constantly telling me her fingers hurt and i tell her that is BECAUSE she is biting them and picking them apart!! but it doesn't stop. I'm so upset. Any advice?

Following this! I wish I could help. My dd is 6 and does the same thing. My dh is at his wits end telling her to please stop every two seconds. Her nails are a disaster.
