I'm woefully uninformed on this sort of thing...and a quick Internet search did not clarify it for me...

An employer laying someone off on purpose so they get unemployment benefits doesn't get screwed ultimately? Meaning, I thought I heard somewhere that some of the money came from the employer?

I'm thinking more of small businesses than large corporations... (Like where the boss is also the owner of the company).

Can anyone clarify this?

I CAN!
every employer pays unemployment insurance on their NYS payroll tax forms that are filed quarterly, on which they are assigned their own unemployment tax rate based on their history of employees going out on unemployment. When you have numerous employees collecting unemployment, the rate can be high for that employer (your assigned a new rate every year). My employer has a small business (less than 20 employees) and currently I don't believe anyone is collecting unemployment from them...my boss is doing me a favor since his rate may go up a teeny teeny bit in 2008...but it would be minimal.
