what kind of public education? nursery (headstart)? kindergarten? elementary? secondary? higher ed?

That is broad...as opposed to only private education? The simple answer is just because there aren't people who can afford to pay for school and everyone deserves an education.

yikes. very broad. i'd talk about the history of public schools in America. Talking about the movement may open up a couple of themes for you.
