We do over. Almost every hotel I've been to has it hang over (and they do the little fold at the end to make it look pretty....)
If it's under, your hand is hitting the wall when you grab the paper. Over, and there is space between the TP and the wall.

When TP is printed with pretty pictures, if one hangs the TP under, the prints are upside down.
Hence the habit of hanging over. )

I do over but DH does under....it's a constant battle. In thought, it's not a big issue and who cares but every time I go into the bathroom and DH has changed it back to "under," I get....
