He's a guy....hes wearing shorts, a t-shirt and sneakers. What should he be wearing?

It is not so much what he is wearing but how he looks wearing it. I don't know what it is but he always looks a bit of a mess to me. He cloths are always wrinkled or have a no washed look to them (Not fresh, if you know what I mean). Add to it the constant scruff and sloppy hat and he just looks messy.
