I just thought of something...
Does Mia pee on grass and cement outside or just grass?
Misty will NOT pee on a hard surface - only grass, carpet or rugs. Maybe Mia has the same problem? If so, try using an old rug to teach her to go in a certain area of the apartment and then switch it over to weewee pads.

Interesting!! Jersey is the same way, she will not pee on hard surfaces!

Sorry to highjack, but this reminded me of a funny.
Dottie will pee on pavement and this morning when I walked her she peed on a slight hill. As soon as she saw the pee coming she started to chase it, while she was still peeing.
I almost peed.

oops, i missed this.
she will pee on cement. she doesnt have much of a choice really, since there is lack of grass around us.
she will pee on the wee wee pads too. she knows thats where she should go if we are in home and not outside.
one time i saw her get up and run into the bedroom i said "MIA!" and she runs out of the bedroom and onto the wee wee pad!!
she knows, she is just a naughty girl i guess.
as soon as we move i will wait to see if she improves since we should have a yard. if not, im calling in a professional.
come to think of it, i should go check my bed
