IUGR??

Has anyone's doctor mentioned this to them?

It is Interuterine Growth Restriction, I am scheduled for a growth sono because I am measuring small and this seems to be one of the things linked to "measuring small". It seems that it can happen from things like having nausea after the 3rd month and not sleeping enough (both things I have) to poor maternal nutrition.

It doesn't seem to have any HORRIBLE effects, but I feel like I am at fault if this is indeed the case and the baby has this.

you aren't at fault - you didn't do anything wrong and you dont know this is what you have so don't jump to conclusions yet. Fortunately you are on top of things and the doctors should be able to help!
