If your milk supply goes down...
because of not pumping enough, can you get it back up again by doing the usual things 9Fenugreek, oatmeal, more pumping? Or is it gone for good once it starts to go down?

No you can easily get it back up again. The best way is to pump, pump, pump. It should be back up in just a couple of days.
