If I have potted tulips
if I keep them in the pot and water them throughout the year, will they come back next spring in the pot, or do they really need to be planted outside?
They are beautiful pink & yellow double tulips and I hate to lose them but I don't really have room in my beds to put them.

As long as the pot is outside and is prevented from freezing solid in the winter, you should be fine. I accomplished that one year by digging a hole on the sunny south side of our house and sinking the pots into them.
There are many ways to keep pots from freezing outside like wrapping them in bubble wrap but I don't have experience with that.
