If a house has been vacant for 18 months...
What kind of issues could we expect? Mold, or problems with the electric/plumbing?

It really depends on the upkeep of the house before it was vacant. I'm guessing by the way you mentioned the issues, it could have been abandoned and there could be issues like termite damage, water damage, the condition of the roof, the soil pitch to the basement, etc.

I would make sure the house was winterized correctly and the boiler was taken care of during the winter.

There is a house around the corner from me like that. The woman went into a nursing home and the house sat vacant. There is no electric in the house now, so all of that will have to be replaced. The water has been turned off so the lines will have to be cleaned and possibly replaced and the heating system will have to be done too. I would also have the chimney checked for animals and the attic too.

check for infestation of any kind of bugs.... our house was vacant for a little over a year and a half and we were INFESTED with ants... it was out of control!!!!

We had this issue when we moved into our home. It had been vacant for almost 2 years.
Our issues when we moved in were:
1. Winter weather caused the gutters in the back to fall off cause they hadn't been cleaned out, so the leaves and residue had frozen due to a storm and it beant the gutter into a V shape due to the ice.
2. We found it leaked in the basement when it down poured outside. It was minimal leakeage, but noticed that we had to reinsulate.
I think that was about it. We had no mold issues. Oh wait, scratch that, we did. But in the refigerator, etc cause it had been turned off for the longest time with moisture trapped inside. With some fantastic and bleach, that refrigerator looked like new when I finished with it.
