i think i just started a war with my neighbor
The do NOT take care of their dog. We hear it barking in the middle of the night, then they dont let it outside for days, and when they do leave it out for hours on end it barks the entire time. Now i dont like these people to begin with- they are just mean people, you can hear it when the kids "play" with each other. So i just called them and told her that her dog has been barking for hours, and she said- well your dogs bark too.- umm lady, they bark to come in or go out- not for 2- 3 hours OUTSIDE! I didnt even want to call b/c im affraid of what they are going to do to the dog once they bring it in. And its a beagal- it half bark half howls
My brothers were going to call the police- i thought it would be nicer for me to call myslef.
what a snot!

We have neighbors like this and I can't stand it! I hate hearing the dog barking every day non-stop!

I have three dogs. I have only one neighbor that abuts my property. Not only are my dogs not allowed to stand in my backyard and bark for no reason, but, they are not allowed anywhere near the fence that separates our properties. I have witnessed other people in my neighborhood not treating their dogs properly and have not had any hesitation in calling the League for Animal Protection. I've, also, called the local ASPCA, but, they cannot remove the animal if it is on someone's property. I hate people like this! If this animal is not being treated properly, you can call and make it an anonymous one. Keep an eye out for this dog. You seem to be the only one who cares for it.

last night i was over the fence with a flood light b/c it was out there barking for so long. I was alomst hoping that there was evidence that it was mistreated so that i can have someone take it away and care for it the way it deserves to be cared for. It doesnt look to skinny, but it is probably caged as soon as its brought inside- cuz i hear it barking when its inside the house.
Now she knows im keeping my eye out, so we will see what happens. But you cant change trashy people, they will just make it less obvious.

How do you keep them away from the fence? My dog runs right TO the fence on the side where the neighbors have a dog. Then they both bite the fence and bark

it's so unfortunate when people are just too stupid or ignorant to take care of their dogs - this upsets me too. I think you should call the police - as a noise complaint I think it's within reason to make them aware of the situation. You tried to be nice about it by calling them yourself, now you have to take the next step. These people should not have a dog, they obviously don't have the time or intelligence to care for it properly. How sad I hope this works out!

Oh this poor baby, who knows how they treat him inside, this is not a good situation. I would call animal planets ASPCA in new york to investigate. good luck as this could get messy,
