I HATE LIPA
I am having a new fence put around my property before my daughter's communion party. Now my property is right next to LIPA land. So I called LIPA just now and asked that they schedule a crew to come out and clean their side of the property, directly behind my fence of leaves, garbage, etc. so that the fence guys can put up the new fence.
Their response, Mame, you should wait until we can come out and clean the property (which is in the next 6-8 weeks) and then have your new fence put in. 
6-8 weeks? *** is that. I should not have to wait 6-8 weeks for them to come and clean up their crap so that I can have a new fence put up for my little girl's party! I put up my fence on my schedule not theirs!!!!!! I'm so ****** right now i wanna scream!!!!!!!!!!!!!!!

You think I can do that? Or will they come back and ask me to take it down and turn it around? I'm going to call back tomorrow and ask to speak to a supervisor. this is just unacceptable!!!

You only do it, nice side out as a courtesy to your neighbor i.e. a home resident. F%$K LIPA. TOTALLY put the nice side in.

OF COURSE you can do that. You can do whatever you want. There is no law that says your fence has to face a certain way.
It's a courtesy to do so, but honestly, if it were just LIPA land, I wouldn't consider extending that courtesy anyway. My parents neighbors ruined their fence by piling junk against it and didn't apologize or even offer to have the fence repaired. When my parents replaced the fence, they kept the nice side facing their property.
I wouldn't have the nice part face out in this instance!
They can't make you turn your fence around. It's your land - you can do whatever you want.

I have a weird 5' wide easement strip of land between my house and the neighbors. When I replaced the fence on that section, I have the nice side facing my yard. There's technically no neighbors, so why not look at the nice part of the fence? The part that faces the road has the nice part facing the road.
