HR question
If I got to HR about questions regarding rules and asking if someone is allowed to do XYZ do they have to keep it confidential and not make a big deal about it by mentioning it to anyone else if I ask them not to.
The topic has to to do with time off not anything about work discrimination, sexual harassment etc.

HR question
I have always found HR to be very gray depending on where I worked.
It was never neutral.
Some were always gunning for the company's best interests, some were sympathetic to the employee, but they almost always communicated to other departments. Nothing was ever confidential.

You want to question another employee's time off? You have no idea what type of arrangement that employee has with their boss. They could have additional time off they are entitled to that you may not be aware of. I would stay out of it and MYOB.
EDITED: Sorry if this was time off for yourself then just ask what the policy. I may have misread your original post.

yes it was regarding myself not someone else. I am pissed about what was asked/expected of me during my entitled vacation it isn't the biggest deal (basically my availability); I dealt with it but I just wanted to know if they really should have even mention anything to me and if I really have to be available. Again not a big deal I just don't want to ask HR directly then have them go back to the person.

HR works for the company. HR employees have to act in a way that benefits the company, not the employees, sad as it sounds.
That being said, if you ask HR a confidential question, it should remain confidential. Though it also depends on the company you work for. A smal, privately held company, HR probably blabs everything to the owner.

thanks I work for a very large company but either way I won't risk it. I will just ask a general question or just let it go I will decide if anyone ever gets back to me on the first question I had on how sick time is allowed to be used (because this is not exactly either in the handbook and I was just curious on what sick days can be used for)

What was said above, but I will disagree with one part...I work for a major University and HR keeps nothing confidential. What you want to ask about does not sound like that big of a deal, but just be aware.
