How hard is it to do a skim coat?

How hard is it to do a skim coat?
I just want to do this in our hallway upstairs. The surface is rough kind of like a stucco but not as pronounced.
Is this a PIA? Can we do it ourselves. what is involved??

I did it recently to my bathroom. Huge pita but it came out great- the walls before were rough because we hd to take down 30 yr old wallpaper and couldnt get all the backing off. Its a whole lotta work it took 3 weekends worth of work but I had to do it in steps. I did it all myself with no help from Dh but it was very messy
