How about taking a sibling to a park birthday party?
5yo DS is invited to a birthday party at a public park. The park has a carousel and train ride.
Would it be ok to bring 3yo DS?
5yo DS could play with his classmates and I could play with 3yo.
Is it still rude to bring a sibling?
I wouldn't ask to bring him to a place where the host has to pay for him.

I think a public park is a bit different as long as he doesn't eat, take a favor or participate in the actual party. I would think it would be ok to put him on a swing or something like that. As long as they are not paying per kid.

That's fine- it's a public park. But if you're letting him interact with the 5 year olds (playing their organized games, taking a favor, eating their food) then its a no. But of course he could be there doing his own things with you.

I've done it before but, have stayed with older DS and either Dh or my parents stayed with younger DS (so it was more of a separation from the party...)
