in the summer, the past 2 years they have had the Balloon Festival in Brookhaven. Maybe you can check into that and see if they do the full rides (I know they do tethered ones)

i did it but in san diego this past summer... i heard they have a balloon festival in new jersey- i do know that there arte certain times that the ballons can fly (sunrise and sunset) becaise of the wind...
its an amazing experience and the pictures you get are AMAZING!!!
