Sometimes its a simple fix like the gutters. Make sure they are clean and make sure that they are diverting water at least 6 feet away from the house...
Is you basement finished? You should have seen signs of water damage during the home inspection (unless they covered it up with paint or something like that...

We have been in our house almost 3 years. I never saw any water damage myself. The home inspector missed quite alot of things though This time it was the gutters on the finished side. A few months ago it was coming through where the pipe is attached for the oil.

Here's the thing. If you have a basement/cellar, assume its going to flood. Also know that there is a difference between a cellar and a basement. A cellar is when most if not all of the room below the ground floor is underground and a basement is when a part but not most of the room below the ground floor is underground. We "technically" have a cellar. I would imagine that the more of the room that is underground, the more likely it would flood depending on your water table.

In common vernacular, however, I've rarely heard of anyone still using the term "cellar". Anything that is below the main floor is considered the basement.

cel·lar –noun

2.an underground room or story.
Either one can be partially or completely underground.
There are definitely some simple things to check/fix. Gutters, ground slope, etc. Can you get a sump pump? I installed one at my house, and haven't had an issue since then.
