help with eating issue

i have 20 month old twin dds

one of my dds is giving me a really hard time with eating,
to start they do not sit in highchairs anymore they refuse, they sit at a little tykes picnic table in the kitchen
one of my dds will hoard the food if i let her, she takes the food out of her sisters bowl puts it all in hers, but doesn't eat all of it she jus wants all the food
secondly she would rather eat off the floor, she will dump her food on the floor and just pick it up off the floor and eat it
i know usually putting the food on the floor means they are done and not hungry but that is not the case she will eat it off the floor
any advice on why she does this and what i can do
