Help settle a debate

if you ask someone about dinner plans for tonight and their response is "should be okay I just don't want to be home too late bc I have work early tomorrow "
Then you don't hear from them for a while would you assume they are coming?

Wasn't a major blow up or anything but just wanted to get other's opinions.

Thanks!

Update- ok, so here's the situation. I am close with my two nieces. We'll call them J and E. They are step sisters. My sisters daughter is J and E is my BIL's. Last week we talked about getting together. E is over my sisters usually on Wednesdays. Early in the day I texted if they still want to get together. E was at her moms and said she is good to come over. We'd hang out with my two younger boys (my Nieces are 16), go swimming and then after we do dinner I was gonna watch movies with the girls and DH would put the boys to bed. J sent the text above and E said her dad will drop her off earlier. J was going to the mall with a friend at 1. I never heard from her again. E came and we hung out. Tried to reach out to J. E heard from her dad and my sister at 6:30 that J came home from the mall and her phone broke later in the day. E's dad is annoyed she never got in touch with us and blew us off. My sister said she said "should be ok" so to her that isn't confirmed. I'm with my bil on this bc she does this a lot but then again my sister is flaky like that. My sister just keeps saying if you say "should be" then that's not definite. I just don't agree and neither does my BIL.
Anyway, just wanted other's opinions if they also heard "should be ok" and wondered if they thought the same as me.

that's tough, I might take it as they are coming but they are setting you up before hand by letting you know they will be leaving early.

I would have preferred, yes, that will be good, but just so you know I have work in the AM so it cant be a late night for me

how did it turn out, did they show up?

I would assume they're coming over unless I heard otherwise.

"Should be ok" to me is a yeah they can come unless something happens and also they prefer not to be out late. But yes they are coming.
