Help me tame my DD's hair

DD has a chock full of dark hair that is straight on top and curly at the bottom I have no idea what to do with it. After bath time, I put some Johnson's detangler but its unruly (like her )
Her hair is fine so I think that's also part of the problem, and the hair on her scalp sometimes looks like the eye of a hurricaine What can I do to tame the frizz and make it all pretty
