I agree it should never be asked. It's no one business what I earn or have earned in the past.

Hope this will soon apply to private sector

I ask every single person before I interview them their salary requirements or salary range.
If their salary is to high I don't even Have them come in.

I just got the paystubs and W2 from a candidate I want to hire today. My company requires it.

Exactly this. You need to at least be able to ask what a potential employee hopes to make. But at the same time, I think this is referring to salary inquiries, of which is public knowledge for public employees. I am not sure that a salary inquiry is even possible for the private sector. You'd have to trust the interviewee or call former employers and ask. Short of asking for a reference, I would never do the latter and I am in charge of hiring new employees for our company.

But why does this matter? If you think the candidate is worth $75,000--who cares if they only made $50,000 at their last job? They might've been underpaid, and that's why they're leaving!

I didn't read the article but how could this apply to the public sector? All of their salaries are published.

That only applies to people looking for promotions or transfers in the public sector. If a person is just entering the public sector for the first time, there isn't a public record of their salary history.

The main objective of this bill is to look at people based on resume, job experience, and interviews, and not how much they were paid before. Since women usually make less than men in the same position, when a man and a woman apply to the same job, with the same exact experience and skill level, their salary history will be different. If they are both hired at the same time (because of multiple job openings in my scenario here), the man will get paid more. That will affect how much they get offered at their next job, and so on.

I have no idea, I didn't make the rule.
I just have to follow it or nobody gets hired.
It's been like this for a while now. Upper management wants to verify what the candidate is currently making.
I have never had an issue with anyone saying no or questioning it.

I work for a NY State agency and we ask for an applicants most current paystubs. We base the offer on those paystubs. I never agreed with that. Some people come here who may have worked for smaller a company and may not have made much but have a lot of experience. We are only able to offer 10% above their current salary. We have new hires start the same day in the same position making $10,000-$15,000 a year difference. I have never agreed with this and think we should have a salary range and offer what we feel would be acceptable for the experience. I think this is a great law.

That's not what this is about though - this is about asking people their current salary or salary history - not what they hope to be making in the new job.

I think this should go both ways. I feel as though jobs should post the salary range cause unless your working with a recruiter you really have no clue what they are offering which would be a waste of time for both parties.

I think it's great and hope it is expanded to private entities as well. There is no need to know a person's wage history - finding the most qualified candidate is what should matter

This paragraph from the article is exactly why this is needed:

Here’s a common scenario that the new mandates address. If a woman is earning less than a male counterpart and they are both applying for the same position, the prospective employer – armed with the woman’s current salary information – may be prone to offer her less than would be offered to the similarly qualified male applicant. She may enter the new job at a lower salary than her male counterpart and, regardless of how long she stays with the company and how many raises or promotions she gets, may never achieve parity. Additionally, should she decide to move on from there, will probably be underpaid at her next job as well. As long as the woman is forced to reveal her salary history at every job interview throughout her career, she will probably never close the wage gap. The ban on salary inquiries is aimed at disrupting this “vicious cycle.” Without knowing how much a person is currently earning, new employers will not be able to adjust their offers accordingly, and the candidate will have a better chance of achieving pay equity.

This is an absolutely terrible idea. What if coworkers go online and see the Job posted salary. And it's more or less then what they are making.
It could start so much trouble internally and create a lot of friction.

When dealing with foreign workers on work visas, it is worse. Part of the immigration process for work visas requires employers to physically post the job description and salary range IN THE WORKPLACE of that persons job, to see if anyone else in the company would want to move to that job instead of keeping that foreign worker.

So, imagine someone putting your job description and your salary on the cafeteria wall and your coworkers walk by it every day. Most places are smart enough to post it someplace that no one can see - but my husbands current employer posts them out in the open, broadcasting it for everyone to see.

This is Interesting and it would be nice for it to crossover into private sector. I've been asked about salary and normally don't answer. The salary I want (in order to make a move) has nothing to do with the salary I'm making at that point in time. I think women in the work place have to be strong and just plainly state the salary they want. It's worked out well for me, I've always been offered what I asked for. Companies play this game in order to save money, that's all it comes down to. If a company demands your salary info and doesn't want to pay what you want, run and find another place !

and that is horrible IMO, and one of the reasons they want to stop it, it really is none of your companies or you business to know what a person earned the year before

AGREE!! when I was looking for a new job a few months ago, I posted a question about how not to answer the salary ? I said the same as you. If you work for a non-for-profit you will almost always be underpaid and might be worth higher.

Yeah, see this always bothered me. I used to make a great salary in NYC and when I decided to look for a job on LI, I knew I would be taking a huge pay cut but I decided it was worth it. Turns out several companies wouldn't even interview me because the salary they were offering wasn't close to what I was making. But isn't that MY decision, not THEIRS? I don't get it. Finally I was offered a job and the company's HR person advised my bosses NOT to hire me because I would only leave once I found a higher paying job. My bosses didn't listen to her and here I am, still there over 10 years later.

yes, but disqualifying a person because the range is too high is also a shame. Many people aim extra high knowing they are open to negotiating a salary. Let that potential employee decide what they are willing to accept.
