They can technically ask you for it, so I think you're supposed to have it. In reality, I don't think anyone ever does ask, but I'd go with better safe than sorry.

You do not need any ID for a child under 18 unless they are a lap child to prove they are under 2. I think many or most bring a copy of the BC to avoid any issues, but the law is under 18 with their own ticket does not need it. This is for flights within the US outside is another story. I have flown three times with my kids from age 12 months through almost 6 yrs and never been asked. They do say which child is x or which child is y, but no ID.
TSA states those 18 and older require iD.

i brought a copy of my DS birth certificate but they never asked for it. I would bring it just in case.

Just flew to FL with DC earlier this month. I brought birth certs but they never asked (this was with Jet Blue).
