flood zones

i was looking at FEMAs flood zone map. Anyone know if zone X is in the zone. There are 2 definitions for it. 1 - in the 500 yr flood zone 2 - ousude flood zone And on the map there are 2 x zones. If building in the 500 yr flood zone are you REALLY in a flood zone???
