What does this mean?? Does this mean 1cm dilated??

Unfortunately it doesnt mean much. I was "finger tip" for 3 weeks before I delivered.

Same thing happened with me. I think fingertip dialated means less than 1cm.

nope... fingertip is barely anything. they'd say 1cm if you were 1cm.
