You could try Tri-County Flea Market in Levvitown, they have some booths that make shirts, but I'm not sure what they cost.

There's also the iron-on sheets you can get from the Office stores, and make your own 8.5x11 images on your computer, print them on the transfer sheets, then iron them on some t-shirts.

Most malls have a kiosk (or two, or a dozen) that does photo shirts/mugs/odds and ends. I don't know if they can only do it from a photo they take, or if they can scan in an existing photo....
