Dimmer Switch
Is a Dimmer Switch an okay DIY project? Or is this something I would need to call an electrician to do?

Where's the fun in that!....
A dimmer switch is the same as a normal switch, as far as wiring, size, placement, usage, etc. The differences are all internal. Instead of on/off, it's a gradual on. If you're just replacing existing switches, turn off the circuit breaker, undo the old one, and wire in the new dimmer.
You can't use dimmers for flourescent bulbs (unless they are specifically designed for it, which most aren't).
