What about a swimming class? You don't usually start those until 6 months though.
I am sending daddy to those because mommy does not want to wear a bathing suit in front of strangers.

i know there are a lot of daddies who bring their babies to the classes given at the public library in my town...have you looked into what your local library offers??

Andrew is enrolled in My GYM, a gym class that has many activities, besides gym things. I usually take him, but a few times, my DH has taken him and he loves going with Andrew. Plus there are other dads there. Maybe he can try something like that.
