Custom Roman Shades
Where do you think I could get the best price on custom made Roman Shades?
JCPenney has them in the size I need for $100 each, and I wasn't looking to spend THAT much... The windows are only 21-7/8" W x 65" H.

Try justblinds.com. Free fabric samples and v. good prices. I've used them and have been happy with the quality.
