We used our stroller. Matthew was not even walking yet when we went on our cruise last year. He was cruising around on the furniture inside the room and around the ship.

When we went to the Renaissance fair in Tuxedo I used this when she didn't want to stay in her stroller.. There was too much action, and performers that she wanted to interact with, and it was easier to have her an arms distance then not have anything or have to keep her in the stroller the whole time.. nope with three 16month olds they had the run off the ship never needed it.. besides the 2nd day everyone knew where my three belonged (3rd child my niece 9 days younger)

I have this one too it has been a life saver. It gives DD some freedom while giving me a little peace of mind.
ETA: I've never been on a cruise w/DD so I have no advice on that aspect.

we got a monkey one from bbb. olivia likes to use it and sometimes asks if she can hold the tail. i have to to use it with her becuase she doesnt like to stay in her stroller and if i put it on her and hold the end she is fine .
