im terrible with costumes but here are some ideas anyway:
-they could both be pumpkins -or you can buy baby scrubs they could both be doctors and/or nurses -fairies -the two sisters from frozen (Elsa and anna is it?) -two animals, like a bunny and a cat, or the same animal but two different colors
i bet if you have pinterest and look up twin costumes or sister costumes you could find some cute ideas.

Google couples costumes - might give you ideas. I would also just look through the girls costumes - I'm sure there are plenty that pair together. DD1 is probably going to be Ariel this year and I might make poor DD2 Sebastien!

Carter's has a cute mouse costume for your baby. Maybe your older dd could be a cat.
I'm sure there are tons of coordinating ideas.

2 years ago they were 2 different my little pony's and last year my older one was glinda and my younger one was dorothy.

We've done a bunch... One year it was Little Bo Peep and a sheep; another it was Snow White and Cinderella; another was Dorothy and Glenda...this year they want to be Anna and Elsa...

Ok we've done:
Dora and boots A pig and a big bad wolf (Then I had a third girl added to the mix lol) they were three princesses-Snow White, Rapunzel, and Ariel the little mermaid
This yr the three of them are going to be superheroes: Batgirl, Supergirl and Wonder Woman

2-3 months is limiting. I'd look at comfy costumes for the little one first...
I'd think: Flower (for the baby) & bee, butterfly, ladybug etc. for the bigger one.
Princess costumes are easy to coordinate too (but you will have lots of time for those).
I usually don't coordinate, but this year, both kids will be dressed in white (bear & bunny).

When my little one was just over a month old we did the princess and the pea. My almost 2 year old was a princess and my newborn was in one of those pea costumes so she was nice and comfy. It turned out really cute!

My DD (3) will be Elsa this year & my DS (will be 8 months at Halloween) will be Olaf. I just plan to get him a knit Olaf hat from Etsy & use a white long sleeve onesie. I want to keep him comfy.
