Computer peeps- using a digital file
HOW?!? 
Total dummy here, can barely use Word, and thats the only software I have on my PC.
I want to make some things ( banners, napkin rings, favor tags, that type of thing) for My kids birthday party.
I need a specific theme. So I don't know how to get an image. I found on etsy.com someone selling "Elements and Papers Digital Clipart "
Digital ...it also says " 2 seperate PNG files created at 300 dpi"
WHAT is this and how do I use it? Can I use these in word to create the things I mentioned above?
Any tips on how?

First you don't need to pay for clipart. What are you looking for...I can probably find it free. I think png will work in word, but not sure. I know jpeg's will

It is a very specific theme...I think it might be copyrighted....she claims to have drawn it via mouse ..she's a graphic designer. Its from a party supply set that the themes based on...

ok. So PNG is a kind of file thats a picture. At the end of any file is a . (dot) something to say WHAT kind of file it is.
.jpg = Pictures
.tif = A document
.doc = MS word
etc.......
.png is basically a photo file. You can take a photo file, right click it and "save as" in your computer. You can then go back and insert that same image into a word document and use it.
Some files are copywrited, which means you have to pay for them, which looks like the case here. You can also google "Free jungle theme clip art" (or whatever your theme is) and see what you come up with.
300 dpi means dot per square inch. Basically the bigger the number the lerger the file. But if its lrger its also better clarity. So if you want to "stretch" it it should still look decent if you want to make it bigger.
I am using general explinations just to give you a point of reference. If you tell us what you need maybe we can find it and e-mail it to you :)

Ive got them into individual hi-res jpegs for you to use, whats your email? I can email them to you. Dont use the versions here, they are lower res so I could upload them to the post.
