I still use the handle bar because my bag has a long strap. With smaller bags I use the basket underneath or I use a mommy hook type thing Image Attachment(s):

You can use it. I've hung so much weight off that handlebar and its never tipped.

I put it in the basket underneath. Occasionally I have hung it over the handle as well and never had any problems.
