I would always expect there to be food. Maybe not like a full spread, but I can't imagine going to a party with just cake unless otherwise specified.

We just had DD"s bday party at Gymboree from 3-4:30. We only had fruit salad, cake and juice. I was very iffy about just having cake but some moms actually thanked me bc serving pizza at 4:00/4:30 would have thrown off their kids dinner schedule. That being said if it was at someones house, I would think it would be longer than 1.5 hours and would last through dinner time so I would expect some type of dinner food or apps.

For a First birthday at 3pm I'd definitely expect food....First birthdays are usually geared toward family and friends of the parents. At least the ones I've been to.

ITA. I would be very surprised if a meal was not served at a 1st birthday party, especially if it is in their home with no end time mentioned.
We just booked 5yo's birthday party at a party place from 2:30-4. I do not plan to serve a meal. This is the first time I am not serving a meal. I just don't think 3:30 is a meal time and the party will end promptly at 4. I will serve cake and snacks and appetizers.

Every birthday party I have been to (kiddie parties and adult/kid parties) have included food...even when they occur between typical meal times. If I were going to choose not to serve good, I would make mention of it on the invite so people don't expect it. I would assume food will be served.

If this was a party from say 3-5, I would expect to see some snacks and cake. I wouldn't expect an entire meal. My kids wouldn't even be hungry for dinner between 3 and 5. But, since it's a 1st birthday, those are usually hours upon hours long, I would probably think they are serving food.
