I have 3 cats and my 14 month old chases them all day. I usually tell her to "Do NICE to the kitty" and take her hand and have her stroke them gently. It took a while but now she will touch them and say "Nice".
Every once in a while she give them a whack and they will swat her back (no claws mostly). They got her once but I felt she needed to know what would happen if she hit them. She was a little shocked but know she's more cautious.
