Yes.
But I would hope that after that incident and all the exposure they were forced to clean up their act and get licensed etc.

Yes - they have. I have asked extensively about this incident and the procedures they have in place since this happened.
I'm still on the fence because of this incident but have been reassured.
I hate having to pick a random place to send my child for 8+ hours a day.
