Can you refinance and pull out $$ AND take out a home equity loan??
If our appraisal is low, we won't be able to pull out enough $$ to do the projects (dormering) we want on the house. Can we refinance and pull out $$ and take out a home equity loan in addition to doing that?

If your house is not going to appraise enough for the re-fi, it's going to be very difficult to get a HEL from a second bank.
If Bank A won't give you the loan-to-value number you want, Bank B probably won't either.
