not sure but if you go toyur optimum voice website , sign in with your optimum online account and then go to voice mail, then click on dashboard and all kinds of options come up. I know you can have VIP rining and all of that stuff. Not so sure if you can block a specific phone number. I know that you can have the phone set to where the person has to dial * 82 before dialing your house so u can see whos calling you. ( Which you probably already know)
