I would dress it up with jewelry and maybe a light shawl.

I dont thinks its too casual for a summer afternoon wedding especially if you plan on dressing it up with jewelry, JMOP

I dont necessarily think its too casual. I think it depends on the location etc.

The wedding is at a country club at 11 in the morning.. Second marriage for the bride & groom. She is wearing a full wedding gown though.

I think it's ok given the time and location. You can dress it up with shoes and jewelry.

But is that what time the ceremony is and then the reception is likely all afternoon. I think the dress is a bit on the casual side. You could get away with it but personally I would choose to be over dressed rather than under

I think it depends on the material of the dress. If its cotton, no way. However, if it is a polyester blend, it should be OK.
I'll be honest here, but I don't think it is dressy enough; especially since the bride is wearing a gown and if your date is wearing a suit.

As a former wedding planner, I can tell you this is plenty appropriate for a Saturday afternoon second marriage wedding. Dressing it up is just fine.
