Bringing gifts overseas..

My sister is most likely going to italy this summer . Im planning to send a big backpack or diaper bag filled with clothes/gifts for my cousin's new baby.

I havent traveled in a long time. so I dont remember all the rules. but I remember hearing to rip the tags off so you dont get charged or some fee for bringing gifts abroad? is this true ?
and she can check in the whole bag itself as its own piece, right? or should she shove it into another bigger one ?

I only rip the tags off when I come back (b/c I shop too much lol) so I don't have to pay tax. I think going into the country I wouldn't worry unless you spent a lot of $$$.
