I quite agree.
Look at dividend paying stocks with strong balance sheets trading at a low P/E ratio.

If I had cash to throw away, I would consider buying an oil/energy/etc. mutual fund.
Companies like Exxon are doing great, despite oil being under $40 a barrel. These stocks should go up once oil starts to go back up.
But then again, the key word is *should*.
Show me a stock that's guaranteed a positive return and i'll drop 10k into it right now. 
ETA: Let me also add that I am not a fan of stocks in general right now. I prefer more guaranteed return investments like 5% reward checking accounts.

Where can I find a 5% reward checking account? We have some money we keep in a MMA and a liquid CD - both earning far less than 5%. TIA.

Realize that with reward checking accounts they usually have requirements to meet the 5%. You have to make 10 debit transactions a month, most require some form of direct deposit or electronic deposit from another bank once a month, and a lot of times they lower their rates. So I tend to rate chase a lot, move money from one bank to another. But I have no problem meeting the requirements.
I like this one currently. Yes it's a real bank, and FDIC insured. And I love the "horsey" card they give. I especially love to whip that sucker out in a fine expensive restaurant.
