Barely drinking one year old

My one year old is barely drinking. I have tried everything: milk, water, watered down juice (all types). On a good day, I might get him to drink 7-8 oz of milk throughout the day.
I have tried to make him drink before eating, after eating, hours after he eats. Don't know what else to do.

I am worried that he is not hydrated enough, and with summer coming up it will be even worse for him.

Any ideas?

could it be that he's teething? sore gums seem to hurt when sucking the bottle.

does LO seem hungry, crying, etc?

He is teething right now. I think this behavior started when he first strated teething but since he goes back and forth from drinking a little to all out refusing.

Yet, he still eats. Seems that he wants to eat baby food rather than solid food when its bothering him real bad. (makes sense)

But still worried about his hydration levels. Don't know what else to do.

what about ice cream, ices (apple juice/OJ)?? that might make the teething feel better, and still get some liquids in....
