DS was very congested when he first began to teeth. Around 3 months old.
I was always weary of using it on DS chest. I was convinced it would somehow wind up in his mouth.
So I would always put it on his back and feet after bath/before bed.
eta - not sure if it helped. But it didn't hurt either.

I use it when DS is congested and/or has a cough. I'm not really sure if it works, but I feel like it does so I continue to use it.
I put it on his chest and back and then put his pajamas on and never had a problem with it getting in his mouth. The skin absorbs most of it pretty quickly anyway.
