Any ideas about this diaper "issue"

Any ideas about this diaper "issue"
My DS, 27 months, seems bothered by his diaper. He keeps pulling down the diaper in the area near his hip bone, where the front and back of the diaper meet once you tape them together.
I don't know what it is. I thought maybe he needed a bigger size so we bought some Size 7's to try it out but size 7 seems huge. We use Pampers Cruisers.
Anyone's DC experience something like this? He doesn't have the words to tell me exactly what is bothering him. He just pulls that part down. Sometimes he pulls so much that he gets a big area of redness. I think it's usually the same side.
Any ideas? I figure if you guys don't know, no one knows.

At 27 months, he could be showing signs of being uncomfortable in a diaper and getting ready to begin potty training.

"stop pulling at your diaper"
He may be uncomfortable. Does he do this while pants are on?

Nope. If I ask him if it hurts, he doesn't reply that it does. Although I doubt it hurts.
Whether itch is the word or not, it's clear it bothers him. I just don't know what I could do differently when I put the diaper on so it doesn't bother.
He's always dressed so it's always with pants on. Not sure about when he's in PJ's, I'll have to pay closer attention to that.
I've tried making the diaper looser, but then that day it fell off and wound up in his pant leg  Maybe I'll try tighter though.
